I think the default is bolt spitter + shield for me but...
I can see clubs and spitter being useful.
I like Bolt + shield because under Slann bubble and inside cover they become surprisingly resilient (5+ re-rollable, HA!) for the cheap nuisance unit they are.
Recently I have revisited Javelins because, my skinks are in range of it most of the times anyway and do so little damage with the spitter. I tend to withdraw them from combat but there those cases in every battle that I really want them to charge for the finishing touch so for me it depends on role.
If Slann
Forward skirmisher, Javelins and shield
Flank Harasser, Spitter and shield
Flank advancer with support (say, with a Steg or a some cav) Spitter and Clubs, to get targets of opportunity.
Without Slann I'd just go for clubs I think, more chances to get targets of opportunity.
Of course the one option I'd really want is the only one not available; Javelin and club
