AoS Skink Priest Star-stone Staff Question

The Skink Priest's Star-stone Staff ability says:

"In your hero phase, you can pick 1 friendly SKINK unit wholly within 12" of this model and roll a dice. On a 3+, until your next hero phase, that unit can run and still shoot and/or charge in the same turn..."​

Clearly an affected unit could run and shoot; run and charge; or run, shoot and charge. But can it shoot and charge without running. The wording implies that it must run in order to both shoot and charge, but that seems like a silly and unintended limitation.

just shooting and charging is normal phase actions so yes, you can always shoot and charge

even if that was a limitation, all you have to say is that the unit is running .1 inches in X direction and then .1 inches right back to the same exact position.

Omg. I got so caught up in what the wording of the ability meant that I didn't stop to ask if it was even relevant.
