AoS Realm-Shaper Engine question

When I am building a list in the official Azyr list builder on the app, if I try to add scenary to my list I only see Penumbral Engine. Why? Yes my Allegiance is selected as Seraphon.

the app only shows scenary that costs points. the realm shaper is free and doesn't need to be in your list at all for you to use it
