AoS My attempt for a cheap 2000 pts. army list

I am pretty sure that is using the old points. Seraphon have had a huge number of point deductions. So you should be able to squeeze a lot more out of that list. Slight counter to your desire for it to be cheap, but worth noting

Thanks for telling me man. I used the warscroll builder on warhammer community GHII trial. I thought I used the right thingI am pretty sure that is using the old points. alright: round 2. this one is made out of 4 start collecting! seraphon and a slann starmaster.

15 saurus w/ spears 150 pts.
15 knights w/ lances pts 300 pts.
15 knights w/ lances 300 pts.
150 pts. reinforcements
The Plan with this army list is supposed to teleport the Oldbloods 11" near the enemy heroes to snipe them with Prisms. Meanwhile, knights and saurus fight enemy troops, die, and then are revived by the slann starmaster(yes you can summon dead units again and again an again without spending reinforcement pts.).Any advice?

Welcome to the forum!
If you decide to field a under-strenght unit, it still costs the same as a normal-strenght one.
Your warriors with spears would cost you 200pts, even if you field them as 15. You pay by minimum unit size in AoS, not per model. So if you are going with more than 10, you might aswell use 20, it costs the same
When you build your army you get to pick one artifact in total. If you add any kind of battallion, you get another one. In your list you have 3 artifacts too many. Also, as of the new generals handbook, you are only allowed to take any artifact once in your army.
Summoning in AoS is free in Open and Narrative play, but if you are playing matched play (with points) summoning costs points, no matter how you put it.
All that aside, if you are going to use that many knights I would suggest building a Firelance Starhost to give them some extra punch!
