No, I don't believe it does, as it is a mount to a hero.
 
A mount is never a Core/Special/Rare choice unless stated.
 
Yeah that is right: As a mount the steggie doesn't take up any choises at all. Meening you could possibly have swarm of Steggies if pts allowe it :)
