Toad rage allows you to place a toad. That's it. When fighting in close combat against a unit with a blot toad marker, the ripperdactyl's frenzy grants it D3+1 ekstra attacks, instead of just 1, and the ripperdactyls reroll all failed to hit rolls.
toad rage simply allows you place a toad, which empowers the frenzy of ANY ripperdactyl attacking that unit. It even specifies that it is the blot toad that empowers the frenzy.
Never heard anyone even attemt to rule it otherwise. Though you still have a problem with characters not being able to go into units of rippers, and with rippers (and skinks) being terribly fragile, they'll get shot down, or killed before attacking.
I've ran a unit of rippers + chief, but... meh, with frenzy, it is just too difficult to hit the right unit, and I often end up doing the worst possible charges, losing a lot of points to nothing.
