They're tough to kill. I would bring probably a Thunderquake with a couple of bastiladon and salamanders, and maybe a firelance starhost. Tough to find the right balance, as I have limited experience with the phoenix guard.
I think @Bowser's idea is good, but I'd drop the salamanders for razordons, mainly because they will likely do more wounds
Personally, I think a sunclaw starhost would do well with large numbers of warriors and two small units, expensive, but they'll pack a punch, use the two small units to prevent being charged if you need to, then retreat on your turn and charge with your large unit, if you have 30 models with spears, they'll likely all get attacks, if your sunblood has used his command ability, you'll likely do around 10-14 wounds with spears and 4-7 wounds with your bites, (that's taking into account their 4+ rule when taking a wound. It'll do some damage.
Otherwise an eternal starhost could do some damage whilst doing a good job of defending against those several attacks they have.
