New to Fantasy and the Lizards, I have a quick question:

Can you field a Skink priest in a block of Saurus Warriors? If not, where in the BRB or AB does it say this?

yes you can, you do not need to place him among skinks just because he's a skink. not the best selution ny me, but it is legal.
 
No you cant...... have to be same size bases. and they arent.
 
you can place in in any unit that can take characters, there is no restriction on base size.

He cannot join a flying unit, because no character can (unless the characters rules say otherwise); he cannot join another lone character; he cannot join a lone monster.

Stick him in with those saurus if you want.

No, actualy you can field any character with any unit. But skirimishers can only be joined by skirimisher characters(BRB pp. 72). Mounted Characters (less then 5 unit strenght) can also benefit from fast cavalry rules as far as movement goes.(BRB. pp 70)
Flying units may not be joined by characters(BRB. pp. 69)

About the flying units, I suddenly wondered if we can join a Skink Chief on a Terradon with Terradon units or not.
 
The new terradon rules allow any character on a Terradon (so just a skink chief or priest) to join them.

they'd have to allow it since they have that special character riding a terradon
