what is the point of a 1+ save when a role of 1 is always a fail

Save modifiers.
Say a model with a 1+ AS is hit with a S4 attack, (-1 to AS), it would become a 2+ save.
Say a model with a 1+ AS is hit with a S4 attack, (-1 to AS), it would become a 2+ save.
