George R. Martin has enough money already and he can get more money by shaking down HBO than he can publishing another book.
There are only three reasons he would finish Song of Ice Fire.
1) To reward his loyal fans
He doesn't care about his fans
2) To preserve his legacy
At this point, I don't think he can save it. Season 8 of GoT was unpopular but I don't think it was THAT different from what he was already planning to do. Either he can continue with the original plan
knowing that this will upset his fans or he can change course which would require him to admit a mistake which I don't think he can do.
3) He just likes writing.
I don't think writing Song of Ice and Fire is fun for him anymore. That's why the first books came out quickly than slowed to a crawl. What started as a labor of love morphed into a tedious chore.
But he's a useful object lesson for aspiring authors. He had a gardener philosophy towards writing. He sets forth general guideposts but lets the characters evolve organically.
I think writing without a solid plan is unwise. Some small things can develop organically, but not the main narrative.
