Talking seriously, stormtroopers are screwed.
1 on 1 a stormtrooper wins, due to better armor and probably better training... but guards have simply much more numbers.
 
Stormtroopers vs old school beret wearing Stormtroopers is a better match up. The Berets have hot shot lasguns that edge out blaster rifles. The armour is better for the SW troopers which comes into play more for hand to hand. Training would be relatively equal as both are elite troops.

Depends which Imperial Guard regiment and the nature of the fight between them. Cadians for example are religiously (literally) trained from birth to be soldiers and do not falter lightly. Catachans, the Tanith 1st, and Tallarn are experts in ambush and special ops. Elysians are formidable drop soldiers. I could go on.

Even the humble lasgun (depending who is writing) isn't something to be sniffed at. Higher power settings can punch through power armour, they can be overloaded to cause a potent detonation (iirc Mkoll in Ghostmaker manages to somehow do this and crack open the armour of a Chaos Dreadnought!), are extremely durable to nokia meme levels, and are easily recharged (or y'know just throw the charge pack in a fire for an emergency charge.)

The real weakness Imperial Guard would have is their flak armour. They have a slight advantage in that flak armour is designed to disperse heat from energy weapons albeit more glancing hits, so our theoretical Guardsman could survive hits from a SW storm trooper.

If it was a 1 on 1 fight of a Cadian vs a regular SW storm trooper in an open area, it might not be so clear cut. The Cadian would have the greater experience (having been raised on Cadia (well...pre-destruction) and having gone through service in the Whiteshields), the lasgun is probably more powerful than the blaster, both are liable to be taken down if they manage to shoot the other first.

If it wasn't limited to numbers then the sheer waves of Guard would outlast the Empire's. :P
