With England it's half and half at this point in time. Sometimes it does look as if they are giving it their all, at other times they just look as though they can't be bothered and just muck about as though they were a 10-year-olds' Saturday morning coaching group. I will say that the current team is a big improvement over the dreadful early 2010s team commanded by the Ogre Bruiser Wayne Rooney (which never put in any effort and was humiliated many times in those painful years), but they still don't put 100% effort in.
They are working their best to win. You've often claimed that you are not an overly-competitive guy... well, these guys are. You can't get to their level if you aren't. They want to win more than you want them to win. The thing is, the French team wants to win just as much.
It is exceedingly hard to win the World Cup. 32 teams start (which is not even considering the qualifying rounds just to get into the World Cup tourney) and only 1 team wins. England made it into the final 8. That's not bad, and if you had not forced me to hex them, they might have done even better.
Bearing this in mind, specifically only pay-cuts in instances where they lose the match through their own silliness (such as when they lost to Croatia in the previous World Cup) would send the message across that they need to attack far more and stop mucking about if they're ever to have a chance at winning the Cup, without being unnecessarily harsh.
What would happen is that none of the top tier players would play under your heavy-handed system. You'd have to settle for third or fourth string players and you would be hard pressed to even make it into the World Cup. You'd also be fired quickly from such a decision-making position.

I hardly have these deficits when I have two equally-underpowered Warhammer Fantasy armies at my command - Beastmen and Greenskins - and would have collected Tomb Kings and Bretonnia as well if I had the money and the space. I have always built my armies around what feels thematic and fun, not to mention that I've always advocated for balance over competitiveness in army book design, as you very well know.
You can't fill the void of not having a Tomb Kings army with the likes of Greenskins or Beastmen. It isn't about the power level, its about the grandeur and beauty of a TK army.

As I've said before, when my best buddy and I used to play, it was always about him bringing his best against my best. Nothing short of the strongest lists we could muster. While I can see the rationale of people who want to field fluffy or weak lists, that's not what I find most engaging or interesting.
I love ultra competition as long as it is kept
fair and in the spirit of the game.
I would never throw a match and would always do my best to play the game by the rules, though as you've seen I'm always against being over-competitive to the point of gamesmanship.
The way I see it, play your heart out and give it 100%. Don't cheat and don't engage in underhanded tactics.

I didn't think you were taunting me personally, but rather taunting the team that I was supporting. So I took it upon myself to destroy (via hex) the team you were supporting.
@Imrahil and myself recently found ourselves on opposite sides in the Argentina versus Netherlands game. But as you can see over the last few thread pages, it never turned into a battle as it did with you and I. He wanted his team to win and I wanted my team to win, but that was it. No taunting... just cheering.

We all know that it doesn't take much to get me engaged! I'm always up for some competitive forum fun! You are also quick to engage, I've seen you locked in debate with many other forumites other than myself. We both have similar traits in that regards.
It probably came down to the wording. You and I both use strong and sometimes aggressive (not in a rude or attacking way) language. It's direct and more importantly it's passionate... and it can quickly elicit the same in the other. Also, we have a long standing tradition of vehemently disagreeing with one another, so it doesn't take much of a spark to set the fireworks off. In this case it was probably the word '
hilarious'.
At the end of the day though, its all just a bit of fun. Plus it gave me a chance to flex my hexing muscles. Shame that a whole nation had to suffer as a result, but there are always casualties in "war". Such considerations are beneath a Star God.
