No and no. Unfortunately this is a left over from the first iteration of the Skink Patrol warscroll. The only use for the skink priest on the engine was that t could be sed as the priest in the skink patrol formation. However, as that no longer goes by keywords, it is merely just a useless remnant.
Btw, that would be so cool if a Skink Priest with Priestly trappings was included in the EotG, then it would probably be worth its point cost....
